A catastrophe in the Himalayas

Posted by ABC Saturday, 22 June 2013 0 comments

A mere whisper of the catastrophe that has struck the ‘abode of the Gods’ – the Himalayan hill States of Uttarakhand and Himachal Pradesh makes one shudder with fear. The devastation caused by the furious flash floods is extremely tragic that has resulted in widespread death and destruction. A miasma of anxiety has descended on the region as this tragic incident has left many bereaved and others scarred for life. Whole villages have inundated, stretches of roads have washed away and communication links have snapped. The Ganga, Yamuna and other rivers have reached levels never seen before. Thousands of people from different parts of the country who were undertaking pilgrimage to the religiously significant temples in the region remain stranded – sans food, sans water. The death toll is rising with passage of each day and the figures of those missing are yet to be ascertained.

Who is to be blamed for the disaster? Nature?
Nay.

Excessive rainfall is not only an unconvincing but also a trivial excuse for this misery. Had it not been for man’s excesses and ruthless exploitation of nature, we would not have witnessed such fury. After all, tampering with conventional forms of nature has always resulted in man’s suffering. In fact, it is a consequence of indifference at various levels and environmental degradation in the name of development.

Let us analyse the following issues:
  1. Deforestation
    The Himalayan watersheds have witnessed unprecedented deforestation, mining and quarrying activities over a long period of time. In the name of infrastructure development, a large number of forests have been diverted for agriculture, human settlements and urbanisation. The change in land use pattern has led to poor soil stability on steep slopes and made the region fragile.

  2. Global warming
    The Himalayan ecosystems have witnessed faster rates of warming in the last 100 years. Low vegetative cover has failed to slow the speed of falling rain water and water discharges due to melting of glaciers, down the slopes. This has led to soil erosion which leads to floods and landslides.

  3. Urbanisation and Industrialisation
    Increased economic activities and expanding urbanisation have played havoc with the environment in the hills. Politicians and civic authorities have remained indifferent to the enforcement of land use control laws, permitting large scale dam building and illegal construction of human settlements in the ecologically fragile region. Manipulation of rivers and their hydrology have not only weakened the slopes but also destabilised them.

  4. Pilgrimage
    Hunan movement into the Himalayas for pilgrimage or for recreation have led to heavy vehicular movement and resulted in mushrooming of towns, resorts and other cheap accommodation along the river banks. This has posed a severe burden on the region’s carrying capacity. There sudden collapse, therefore, goes on to buttress the fact that they were highly vulnerable to the fury of natural forces.

A mighty task of evacuation, relief and rehabilitation lies ahead in the aftermath of this disaster. There needs to be an integrated policy on Himalayan development. This calls for a comprehensive renewal of the construction techniques employed. It is necessary to restrict the number of pilgrims in the fragile areas. All vulnerable settlements must be relocated away from the rivers and those found guilty of violating the construction norms must be severely punished. It is equally important to prioritise the existing dams and refrain from construction of new ones as far as possible. Better systems of forecasting and dissemination of weather-related information are also essential. Massive afforestation must be undertaken to restore the green cover of the region to its original level. It is high time the authorities stop the blame game and react to this alarming situation. The need of the hour is to strengthen our disaster preparedness and rise above our mundane issues to develop ways for peaceful co-existence between nature and man.

Let us pray for the rescue of our fellow citizens who are experiencing the most agonising and horrifying moments of their life.

Emotion: An enemy of rational argument

The dastardly incident that took place on January 08, 2013 in which the Pakistani soldiers crossed the Line of Control and ambushed an Indian patrol, throwing all civilised norms to the winds, is an example of an act of cowardice. Such an outrageous aggression and blatant violation of the ceasefire agreement of 2003 has yet again reiterated the fact that India is garlanded by hostile neighbours who indulge in condemnable activities with an intention to strain the social fabric of our nation and balkanise it.

The recent unprovoked attack clearly establishes the fact that we cannot afford to blind-foldedly trust our unpredictable and unreliable neighbours who unleash terror in our territory and disguise their nefarious designs as confidence-building measures. It seems that by perpetrating violence across the border, our neighbours attempt to derail the peace talks. It is incumbent on us and them to realise frequent exchange of artillery and bloodshed in border skirmishes will only escalate tension and debilitate the relationship that we share with each other.

The beheading and mutilation that took place is highly unfortunate and tragic. The perpetrators of such a horrendous act of violence ought to realise that such insane acts neither lead to progress nor do they lead to establishment of one’s supremacy over the other. All that it leads to is widespread destruction and loss of innocent human lives.

At this juncture, India should continue with its diplomatic protest against this monstrous act. At the same time, it should restrain from taking any such measure that may widen the chasm between either of the nations or jeopardise the trade and cultural relationships. Let us not forget that our economy is vulnerable to slightest provocation and any such measure that hamper the progress, however meagre, in other areas of bilateral trade would cause a tremendous upheaval. The Opposition as well as the media should restrain their temptation to make intemperate remarks against the ruling dispensation. The government’s deliberate avoidance of tit-for-tat policy should not be mistaken as a test of its patience. Further, the security forces should be put on qui vive across the border. The issue should be amicably resolved through dialogue and thorough investigation and those found guilty must be awarded  stringent and deterrent punishment.

Such barbaric incidents, undoubtedly, stir the emotions of the grieved. However, prudence demands that these emotions must be controlled lest they pose a threat to rational argument.

The raging waters

Stung by the scorching heat, all the souls did wither,
A village once vivacious became dotted with parched throats and pitchers;
Catastrophic it was to see the mutilated bodies in the grisly vestige,
Suffusing a miasma of outrageous fear, reeking of trauma with scream and screech;
All the activities thwarted in this ephemeral yet abysmal consternation,
Intensifying the sufferings of this diaspora, fomenting of furore and agitation;
“What art thou…?”, soliciting a response, the villagers pleaded inquisitively,
Who lamented and launched into a long diatribe against the nature, the holy;
Alas! The disgruntled villagers approached the religious charlatan,
Whose orthodox prayers were profound yet devoid of condescension;
“Miracle, miracle”, the villagers yelled welcoming the first spell of rain,
The nature’s wrath had been atrophied, allaying the villagers’ sufferings and pain;
But in the splurge of water laid both joy and sorrow for them,
What initiated as a panacea for their troubles turned into mayhem;
Water, water everywhere, it stagnated suffused with stink,
Inundating the pristine village, it brought life on the brink;
Alas! They congregated and rushed for help to the ‘auspicious’ soul again,
Who performed rituals and miracles, but all turned out futile and in vain;
It poured incessantly for days and finally the torrential became intermittent,
Only to placate the enraged villagers, making them less malevolent;
Days passed and the weather finally showed the signs of improvement,
Cleaning off the detritus, it paved the way for new life and development.
