Happy Independence Day

At the stroke of the midnight hour, when the world sleeps, India will awake to life and freedom. A moment comes, which comes but rarely in history, when we step out from the old to the new, when an age ends, and when the soul of a nation, long suppressed, finds utterance.

The journey from 15 August 1947 to 15 August 2013 has been a saga of memorable experiences, both bitter and sweet. Envisioned as the engine of growth and the supreme power of Asia, India has witnessed unprecedented economic growth and development since independence from the British rule. From a nation gripped in the claws of malnutrition and hunger, today we have not only become self-sufficient in food but have also ensured food security for our citizens for a brighter and healthier future. From a nation struggling with abject poverty and depravity, today we have made several successful attempts to bridge the divide between the haves and the have-nots. From a nation suffering from obnoxious caste-based discrimination and oppression, today we have succeeded to a great extent in curbing these practices and narrowing down the differences among people belonging to different social and religious groups. We have played a pivotal role in strengthening the social fabric of India and imbibe a spirit of patriotism among the citizens. We have strengthened the roots of secularism and ensured equal opportunities to all in virtually all spheres of life. From an agriculture dependent stagnant economy stuck in the path of slow economic growth, today we have leveraged India’s influence across the world and brought it to the altar of high economic growth and development. We have become stronger as an economy and have made sensational shifts into the industrial and manufacturing sectors. This has resulted in not only the generation of tremendous employment opportunities but has also made India a pioneer of technology. Today, we possess arguably, the sharpest and the most dexterous professionals who are scaling new heights each day irrespective of the obstacles in their path. From a nation that possessed a weak defence structure and fought with swords and daggers, today we have strong and highly competitive defence forces equipped with the latest technology defence warfare equipment to guard the nation from its enemies. We now possess one of the best armed forces that have provided our nation with impenetrable armour.

However, there are several disheartening facets that must not be belittled as they expose the chinks in our nation’s armour. Politics, today have taken a ghastly turn. From cowardly terrorist attacks to cold blooded fake encounters, from violence along communal and ethnic lines to the incidents of crimes against citizens in general and women in particular, Indian politicians have stooped to lower and lower levels and spared no opportunity to politicise the issue to further their interests. Neither the agony of the aggrieved individuals nor the loss of life and property has deterred them from thinking beyond their electoral considerations. Consequently, they have been unabashedly carrying out ‘loot and plunder’, showing scant regard for the institutions of the Constitution of the sentiments of the people of India. Corruption has reached such alarming proportions that a loss of a few hundred crores to the exchequer every other day has now failed to provoke the masses. Thanks to the shoddy investigation carried out in the aftermath of the outbreak of scams and scandals, seldom is any strict action taken to seize the booty and the perpetrators thus, easily escape the noose by circumventing the law. In this society moving rapidly towards increasing ‘modernisation’, virtues and values are drying out. Crimes against women – rape, molestation, dowry-death, acid-attack, forcible flesh-trade have reached shocking figures and the concerned authorities have only distanced themselves from their duties.


The need of the hour is to check the ever increasing westernisation of the India society. It is high time we ‘redeem our pledge’ and strengthen our laws. India is surrounded by several hostile forces that intend to create unrest in the country and balkanise it. We need to see through their nefarious designs and thwart their cowardly attempts to derail the peace process. It is high time we take corrective measures to tackle the menace of corruption and crack the whip on the ever increasing trend of dynastic politics. It is necessary to revamp our policies to control the rate of crime in our society and devise stringent and deterrent punishments for those who tend to denigrate the sacrosanct institutions of our Constitution.

On the eve of Independence Day, we must remind ourselves of the vision of our great freedom fighters and their doctrines of universal brotherhood of mankind and service to the nation. Let us push ourselves into ascending the growth ladder but not trample upon our diverse cultural and moral values.

Poverty - A state of mind

According to the United Nations, poverty is fundamentally a denial of choice and opportunities, a violation of human dignity. It means lack of basic capacity to participate effectively in society. It means not having enough to feed and clothe a family, not having a school or clinic to go to, not having the land on which to grow one’s food or a job to earn one’s living, not having access to credit. It means insecurity, powerlessness and exclusion of individuals, households and communities. It means susceptibility to violence and it often implies living in marginal or fragile environments, without access to clean water or sanitation.


The Planning Commission’s claims that poverty incidence has declined from 37.2% of the population in 2004-05 to 21.9% in 2011-12 do not seem to be an outcome of a routine evaluation of the extent of poverty but an outcome of political influence. That there has been an unprecedented decline of 2.2 percentage points in the poverty rate is a cruel joke on India’s poor. Even after fixing the poverty lines at appallingly low levels of Rs. 1,000 per month (Rs. 33.3 per day) in urban areas and Rs. 816 per month (Rs. 27.2 per day) in rural areas, a considerable proportion of India’s population has failed to achieve this mark, contrary to what the government claims.

To add salt in the wounds of the aggrieved, several obnoxious remarks have been echoing from various echelons of the Indian polity. From purchasing a healthy diet for a meagre Rs. 12 in Mumbai to affording a meal for an even scantier Rs. 5 in Delhi, Indian political class has not only embarrassed the poor but also exposed its regressive mind-set. What is even more unfortunate is the fact that a psychological dimension has been added to the menace of poverty and the stigma attached to it has been reduced to merely a state of mind. Therefore, it requires courage and not resources, spirits and not opportunities to wriggle out of the vicious circle of poverty!

What good would an optimistic state of mind do to a poor landless peasant who works on daily wages and is still unable to make his both ends meet? What succour would a positive state of mind give to poor helpless children who long to go to school for education but end up working in industries to earn a living? What fortune would befall an ailing poor who succumb to his illness due to inability to meet his medical expenditure?


Poverty is not merely a state of mind. It is a chronic deprivation of material needs faced by the poor. A significant portion of India’s GDP is allocated for poverty alleviation programmes (PAPs), several populist schemes like direct cash transfer, farm loan waiver have been introduced, but the poverty graph has been spiralling! It seems we have failed to take cognizance of the problems faced by the poor at the grassroots level. We have failed to ensure that the benefits of government schemes reach the targeted beneficiaries. We have failed to bridge the divide between the haves and the have-nots. We have failed to ensure equitable distribution if national income. Instead of empowering and strengthening the lower strata of the society, we have provided them reservations in nearly all fields of life along caste lines. Instead of organising them and making them self-reliant, we have made them dependent on the resources that remain after being sieved. Instead of inculcating a spirit of entrepreneurship and competition among the poor, we have turned them into vote banks and supressed them with largesse whenever they revolted.

The need of the hour is to bring about a change in the outlook of the haves so that they embrace the have-nots with dignity. Calling poverty a state of mind is tantamount to blaming the victim for his misery. We need to revamp our policies and plug the leaks in the system in order to push the poor into ascending the social ladder. The link between the poor and the government needs to be strengthened to check the exploitation of the former at the hands of the demon of poverty. We need to implement schemes like direct cash transfer more effectively. Unless a spirit of competition is developed among the poor, they will continue to remain trapped in their morbid lives. This requires providing them equal opportunities in all the spheres of life through intense social mobilisation.

Let us shun all inhibitions and make a contribution at our end to rid India of its abject poverty.

Acid Attack – A scar for life

Crimes against women are gradually becoming an integral part of the Indian society. The entire journey from the womb to the tomb is adorned with treachery and obstacles for a girl child. At every stage of life, she is vulnerable to attacks and exploitation and therefore, her interests remain imperilled. Ironically, the increasingly modern society is leading to commodification of the fair-sex and turning women into mere objects of lust. Declining moral values, little fear of law and an unrestricted access to liquor and filthy content on the Internet have been provoking perverted minds to attack the dignity of women to satiate their carnal appetite. What is alarming is the fact that low rate of conviction accompanied by a shoddy investigation process do not deter the perverts to commit crime in the society and consequently, they live with impunity.
 

India is among a handful of countries that witness the maximum number of acid attacks on women. With acids being available in the market, for purposes ranging from painting, use in car batteries, in de-weeding and as floor cleaning substances, they easily fall in the hands of those who want to wreak vengeance. In most cases, the male perpetrators who disfigure women by flinging the corrosive chemical over them are estranged lovers who seek to establish their masculinity once their offers are turned down.

Acid attacks permanently disfigure and eventually destroy the victim both physically and psychologically. Not only does the acid cause burning sensation, it melts away the victim’s skin and flesh and even go as far as dissolving her bones. The victim dies a hundred deaths and is left scarred for life. Such traumatic incidents not only lead to physical agony but they shatter the victim emotionally and leave indelible impressions in her mind. No medical care, however specialised and expensive, can cure a cure a victim off her sufferings and restore her former self.

The need of the hour is to strengthen the existing laws to protect women and implement them in the strictest possible manner. Section 326A of the Indian Penal Code prescribes a minimum of 10 years and a maximum of life imprisonment for deadly acid attacks that leave the victim grievously injured and causing severe permanent or partial damage and disability. Section 326B makes plans and attempts to fling acid on another a punishable offence with a jail term between 5 and 7 years with a fine, the amount of which goes to the victim.


In most cases, an acid attack victim needs a short- and long-term medical care in the form of specialised plastic surgery. The government should take necessary remedial steps to provide monetary relief and rehabilitation to acid attack victims. The guilty should be severely punished and socially ostracised. The media should play an important role in educating young males on how to counter adverse mood swings and accept rejection of proposal without nurturing bitterness and feelings of vengeance. Sale of acid must be regulated to prevent easy access to this lethal liquid. It should be sold only through licensed shops only after complete verification of the customer.

The true test of masculinity does not lie in harassing or disfiguring the female counterpart. Instead one should respect the sentiments of the person belonging to the opposite sex and should not impose one’s will on an unwilling person.

The poisoned plate

The Mid Day Meal Scheme is perhaps one of the most significant welfare programme covering about 10.54 crore children in India. The scheme has several vital objectives like providing specified levels of calories and protein to pre-primary and primary school students, providing employment opportunities to women et cetera. Not only does the programme involve the entire community but it also integrates children from different communities by dismantling caste barriers and ensuring that they have a meal together. The programme has been successful in increasing enrolments in schools and decreasing dropouts from school. But the recent shocking incident that led to the death of at least 22 children belonging to the age group of 8-12 years in Saran district of Bihar after being fed contaminated food is a grim reminder of the fact that the world’s largest intervention against hunger still remains a deplorable tale of bureaucratic apathy, negligence, utter disregard for child rights and a failure of proper implementation.


Such a massive scheme cannot run without strong commitment of implementation officials and bureaucracy. But the failure of the authorities to ensure hygienic cooking conditions and nutritional standards is a telling commentary on their commitment to universal primary education. What could have been more horrifying for the innocent children for whom their temple of education turned into their graveyard? What could have been more terrorising for the parents of these children who remained mute spectators to the torment of their children and see them die before their own eyes? What could have been more heart-rending for an Indian citizen to lament the loss of future citizens who had been fed poison disguised as food to satiate their appetite?

It is a matter of great concern that such man-made tragedies and lackadaisical approach of the concerned authorities can shake the faith of citizens in such a crucial welfare programme. Lack of adequate infrastructure for supply-cum-storage, dearth of skilled manpower, inefficient administration of nutritional standards of the food grains served and absence of hygienic culinary conditions point to a colossal failure on the part of the government. The teachers are laden with several responsibilities besides teaching like collection of fees, distribution of books and uniforms, election duties, conducting remedial classes after school hours – all for the same pay. No doubt this leads to callousness and a feeling of indifference towards work.

To strengthen the Mid Day Meal Scheme, the tax collection stood at Rs. 27,461 crores during 2011-12 which was distributed proportionally among different states. However, these funds seldom reach the intended beneficiaries which results in the purchase of sub-standard food grains from the open market and subsequent deterioration of nutritional standards. Unsurprisingly, children are served with dead lizards, rats and snakes being found where the food is cooked.


The need of the hour is to make the public system more accountable by strengthening commitment among policymakers and the bureaucracy. Politicisation of such sensitive issues should be a big NO. Tools like social audit should be employed for public vigilance and for generating among the masses. NGOs can be assigned greater role in scrutinising the quality of food and hygiene so that a better stakeholder approach is adopted. There is an urgent need to crack the whip on corrupt officials who jeopardise the lives of innocent children for their own monetary considerations. Infrastructure should be upgraded in schools and a platform should be provided to facilitate parent-teacher interaction.

Let us not desecrate an institution that produces workforce for the future.
